As Managing Attorney for Policy for the City of Albuquerque, Abby provided legal and policy guidance on major municipal issues. Before that, she helped lead statewide mediation programs for the Administrative Office of the Courts, building online tools that expanded access to justice in communities from Portales to Santa Fe.
In the Legislature, she worked as a bill analyst for both the Senate and House majorities on education, conservation, agriculture, and water. Her job was to cut through noise, get the facts right, and help lawmakers understand how a bill would affect real people — skills she brings to every role.
The Race
HD-27 covers Bernalillo County. Incumbent Marian Matthews defeated Greg Seeley in 2024, 55.8% to 44.2%. However, Matthews has broken ranks with most Democrats on key issues, notably opposing Family and Medical Leave legislation. Abby Foster brings a track record of Democratic values and legislative experience to serve the district.
